Job Description / Responsibility
- EOI Stage: Armenia :ADB - Solid Waste Management Solutions for Remote and Small Communities - Consultancy for SWM Solutions for Remote and Small Communities Senior financial specialist (international, 2 person-months).
- Previous experience of working in waste-management-related projects as a financial specialist on SWM and other communal services, especially associated with projects financed by international finance institutions, is preferable. Ability to speak and understand Armenian or Russian is preferable. The specialist shall undertake the following tasks, and possibly others as directed by the team leader:
- (i) Contribute to the studies by assessing the economic and financial viability of the proposed pilot projects, and propose recommendations to support prudent financial management in SWM and ensure sustainability of SWM service delivery according to best operational practices and international standards.
- (a) Financial assessment of the accounts of relevant national and regional or provincial implementing agencies and/or partners.
- (b) Least-cost financial and economic analyses of technically appropriate options.
- (c) Financial projections, including cash flows, financial internal rate of return, economic internal rate of return, sensitivity and affordability analyses for proposed projects, and any revenue-generating entities.
- (d) Options analysis for cost recovery and financial improvement, including consumer tariffs and mechanisms to promote an income-differentiation approach to subsidy measurement and reduction.
- (e) Design of fund flow and/or disbursement mechanism for the ensuing project, based on financial management assessment of executing agency and/or implementing agency.
- (f) Identification of any further capacity-building needs that will be necessary for the selected communities, based on the results of financial analysis.
- (ii) Work with the project team, local and central government stakeholders, and ADB to identify the best option for a pilot project.

Additional Job Requirements

financial analysis and/or management, financial audit, economics,
investments, statistics, and project due diligence.
